The Housing and Neighborhood Services Division administers federal and state funded community development and housing programs whose common goal is to improve the quality of life for Cocoa's income-eligible residents and revitalizing neighborhoods. Programs include the Community Development Block Grant (CDBG) and HOME Investment Partnership Program. The City's Annual Action Plan is available online.

The City also receives State Housing Initiatives Partnership (SHIP) Program funding. The SHIP Local Housing Assistance Plan and SHIP Annual Report is available online.

Currently, due to there limited funds available, the rehab waitlist has been closed. There is a 5+ year wait for housing repair assistance. Eligible repairs include re-roofs, plumbing, electrical and any other code issues. Please refer to our Housing Policy and Procedures.
The City of Cocoa's Fair Housing Ordinance, the Florida Fair Housing Act, and the Federal Fair Housing Act make it illegal for anyone to refuse to rent, sell, or make a housing loan to you because of the following factors: race, color, religion, sex, handicap, familial status, or national origin.
