City Manager's Message

Welcome to the City of Cocoa’s website. I hope you find this site easy to use and navigate with the information you need to conduct business with, live in and/or visit the City of Cocoa.

Whether you are looking for diverse neighborhoods, quality businesses, great location, economic opportunities, thrilling entertainment, cultural experiences or unique shopping you will find it here in Cocoa. We hope you will take advantage of everything Cocoa has to offer.

It's been my privilege and honor to have served the residents and businesses since January 2002. I am as equally optimistic today on the potential and promise of the City of Cocoa as I was when I first started as the Economic Development Manager in creating the City's first Office of Economic Development. The City of Cocoa is a uniquely diverse and proud City that is resilient and celebrates its achievements and successes. Admittedly, the City faces certain problems and issues that have discouraged the City from achieving the greatness of which it is capable.

Along with the leadership of the Mayor and City Council, the dedication of a staff who truly value public service, and the energies and commitment of citizens and business owners, brighter days lie ahead for our great City. Working together, we are building a brighter future! As much as our efforts affect today's residents, it is the legacy that we leave for tomorrow's generations and leaders of our community. Only through collaboration and commitment to leave our community in a better place than we inherited, can we recapture and restore the City of Cocoa to a position of being a community leader in Central Brevard County. The City maintains a rich history of leadership and innovation, and we are indebted and obligated, to those who forged the way from the earliest settlers back in the late 1850's and to those who guided the City to modern day to work to protect the community's legacy.

Earlier this year we embarked upon a strategic planning initiative resulting in the revision and reaffirmation of the City's mission, the development of core organizational values, and identifying the strategic issues our community must address over the next 3 to 5 years. Those issues: Crime; Image; Community Development (and Redevelopment); Economic Development; Fiscal Sustainability; Public Safety and Employees will provide a foundation in improving our community for generations to come. From the Mayor, City Council, City Staff, and the community, we continue to work toward taking ownership of our problems and working together with stakeholders to develop solutions and responses. This is where we need you! As we move forward to the continued development of a strategic plan we will require citizen engagement and participation.

My administration is dedicated and committed to fairness and equity in working on behalf of all in our community. Toward that end, the City's mission, in which each we endeavor to guide and live by in the administration of the City's affairs, is, "To enrich the quality of life for our unique and diverse community by delivering Professional, Responsive, Innovative, Dedicated and Exceptional public services!" On behalf of our employees we will continue to strive in Serving our community with P.R.I.D.E.

Again, it is my honor and privilege to serve as your City Manager and I'm grateful for the support of the Mayor and City Council and blessed by an extremely qualified and dedicated staff. If you find that we are falling short in our commitment to you, please do not hesitate to contact me at (321) 433-8484 or by email at jtitkanich@cocoafl.org. I welcome the opportunity to hear from you on whatever concern or matter you may have.
